California correctional officer pleads guilty to obstruction of justice
A disturbing tale of power abuse has unfolded in California, as a correctional officer has been brought to justice for obstructing an investigation into her own assault of an inmate. According to a plea agreement, Sandra Munagay, 44, of Atwater, a former Senior Correctional Officer at the U.S. Penitentiary in Atwater, admitted to making false statements about the incident.
On the fateful day in 2023, Munagay engaged in a verbal dispute with an inmate, who attempted to walk away from her. However, Munagay pursued the inmate and punched him in the face, sparking a heated exchange. In a brazen move, she then fabricated a report, claiming the inmate had approached her aggressively and that her actions were a result of panic.
But the truth came to light after the incident was caught on video surveillance, revealing Munagay’s false account. As part of her plea agreement, she acknowledged making these statements with the intention of impeding, obstructing, and influencing the official investigation.
The Department of Justice Office of Inspector General conducted the investigation, and Assistant U.S. Attorney Joseph Barton is prosecuting the case. Munagay is set to be sentenced on June 15, 2026, by U.S. District Judge Dale A. Drozd.
Munagay faces a maximum statutory penalty of 20 years in prison and a $250,000 fine. The actual sentence will be determined by the court after considering applicable statutory factors and the federal Sentencing Guidelines.
