Richard Ramsey, Arson-Homicide Perjury, New York 2017

ALBANY, NEW YORK – Richard Ramsey, 48, of Saratoga Springs, has been sentenced to 87 months in prison for providing false testimony to a federal grand jury investigating a fire that killed four people and seriously injured another in Schenectady.

The announcement was made by United States Attorney Richard S. Hartunian and Ashan M. Benedict, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) New York Field Division. Senior United States District Judge Gary L. Sharpe also imposed a 3-year term of supervised release.

On February 17, 2017, Ramsey admitted he made contradictory statements under oath before a grand jury investigating the May 2, 2013 arson at 438 Hulett Street in Schenectady. This fire took the lives of David Terry and three young children, severely injured another child, and destroyed property.

Ramsey is the third person convicted for lying to the federal grand jury. Edward Leon was sentenced to 10 years, while Jennica Duell received 11 years and 3 months. Bryan Fish, 22, of Schenectady, also pleaded guilty to perjury charges and will be sentenced on September 11, 2017.

United States Attorney Hartunian stated, “We will not let lies stand in the way of securing justice for victims and their families.” ATF Special Agent Benedict added, “We will not tolerate actions that obstruct the discovery of truth in this investigation.”

Under Ramsey’s false testimony, he claimed to have allowed Robert Butler to use his car on the night of the fire. However, inconsistencies emerged in his accounts, casting doubt on his claims. The investigation into the fatal fire continues.
