Byron E. Vaughn, 32, a former Waterbury resident, has pleaded guilty to violating federal sex offender registration law. Vaughn was arrested on August 9, 2017, by the U.S. Marshals Service on a violation of probation warrant issued in Virginia in December 2015.
According to court documents and statements made in court, Vaughn was convicted in the Commonwealth of Virginia of rape in July 2009. He was sentenced to 10 years of incarceration, suspended after serving two years, and 15 years of probation. Vaughn was also ordered to comply with lifetime sex offender registration requirements.
Vaughn was released from prison in November 2009 and registered as a sex offender in Virginia. He verified his registration as required through 2012. However, in 2015, Vaughn failed to update his sex offender registration in Virginia and failed to advise Virginia of his change of residence to Connecticut.
Vaughn moved to Connecticut in 2015 and applied for employment in Waterbury in November 2016. He worked at a hospital in Waterbury until his arrest. Vaughn has been detained since his arrest and faces a maximum term of imprisonment of 10 years at sentencing.
Vaughn was convicted in Virginia of the probation violation and was sentenced to 77 months of imprisonment suspended after 60 months. His sentencing is scheduled for September 12, 2018. U.S. Attorney John H. Durham announced the guilty plea and thanked the U.S. Marshals Service and Assistant U.S. Attorney Deborah R. Slater for their work on the case.
Vaughn’s case is a reminder of the importance of complying with sex offender registration requirements. The Sex Offender Registration and Notification Act (SORNA) is designed to protect communities from sex offenders who fail to register.
