Shawn Terrell Crane, Oxycodone Distribution and Money Laundering, O…

Shawn Terrell Crane, 39, of Portland, is headed to federal prison for 168 months after being sentenced on charges tied to a sprawling oxycodone distribution network and a calculated money laundering operation. The sentence, handed down today, includes three years of supervised release and marks the end of a federal crackdown on one of Portland’s most violent and organized pill mills in recent years.

Crane, identified as the ringleader of a criminal enterprise, orchestrated the smuggling of more than 30,000 oxycodone pills from Fresno, California, into Oregon—using both vehicles and the U.S. mail to supply dealers across the Portland metro area. The operation, under investigation by the FBI and Portland Police Bureau for months, unraveled through a three-month wiretap of Crane’s cell phones, which captured coded messages, threats, and evidence of cash transfers.

Prosecutors detailed how Crane funneled hundreds of thousands of dollars in drug proceeds into third-party bank accounts, masking the illicit origin of the funds. His money laundering conspiracy was not merely financial—it was structural, designed to insulate himself and his organization from law enforcement scrutiny while expanding operations under the radar.

But it was Crane’s use of violence that set him apart. Authorities say he relied on intimidation and brute force to maintain control. In a chilling display, Crane once recorded himself assaulting and robbing a customer at gunpoint, then circulated the video among associates as a warning. The footage, included in the government’s sentencing memo, underscored his willingness to act alone—and without mercy.

Crane pleaded guilty on May 3, 2018, to one count of conspiracy to distribute oxycodone and one count of conspiracy to launder drug proceeds. Assistant U.S. Attorneys Leah K. Bolstad and Peter D. Sax, who prosecuted the case, emphasized Crane’s role as a central figure in a broader network that destabilized neighborhoods and fueled addiction.

The case was prosecuted under Project Safe Neighborhoods (PSN), the Justice Department’s national initiative targeting violent offenders and dismantling criminal enterprises. With Crane behind bars, federal and local authorities say they’ve struck a significant blow against organized drug trafficking in Oregon—but warn that the opioid crisis continues to feed underground empires built on profit, pain, and power.
