Sinaloa Cartel’s $50M Launder Scheme Unravels

LOS ANGELES – Fifty million dollars in dirty money. That’s the scale of the alleged operation federal authorities cracked down on Monday, exposing a brazen alliance between the Sinaloa Cartel and money laundering networks with deep roots in Chinese underground banking. A 10-count superseding indictment unsealed in Los Angeles details how associates of the notorious Mexican drug cartel funneled illicit proceeds through a complex system designed to evade detection and deliver cash to cartel leaders in Mexico and beyond.

The investigation, dubbed “Operation Fortune Runner,” has resulted in charges against a total of 24 defendants, each facing one count of conspiracy to aid and abet the distribution of cocaine and methamphetamine, one count of conspiracy to launder monetary instruments, and one count of conspiracy to operate an unlicensed money transmitting business. The scheme allegedly centered around a San Gabriel Valley-based money transmitting group that facilitated the movement of staggering sums of U.S. currency collected by the Sinaloa Cartel’s network.

Leading the alleged operation is Edgar Joel Martinez-Reyes, 45, of East Los Angeles. According to the indictment, Martinez-Reyes and his cohorts employed a range of sophisticated methods to conceal the origins of the funds, including trade-based money laundering, “structuring” financial transactions to avoid reporting requirements, and even dabbling in cryptocurrency. These tactics weren’t enough. Twenty of the defendants are expected to be arraigned in the U.S. District Court in downtown Los Angeles in the coming weeks, with one already appearing before the court on Monday.

The reach of this conspiracy extends far beyond the streets of Los Angeles. Authorities report that Chinese and Mexican law enforcement have recently apprehended fugitives named in the superseding indictment who attempted to flee the United States after initial charges were filed last year. This international cooperation underscores the gravity of the situation and the determination of law enforcement to dismantle these transnational criminal organizations. Approximately $5 million in assets have been seized as part of the ongoing investigation.

“Dangerous drugs like fentanyl and methamphetamine are destroying people’s lives but drug traffickers only care about their profits,” stated United States Attorney Martin Estrada. “To protect our community, therefore, it is essential that we go after the sophisticated, international criminal syndicates that launder the drug money. As this indictment and our international actions show, we will be dogged in our pursuit of all those who facilitate destruction in our country and make sure they are held accountable for their actions.” DEA Administrator Anne Milgram echoed this sentiment, emphasizing that the laundering of drug money fuels the cartels’ ability to flood the United States with deadly narcotics.

“Relentless greed, the pursuit of money, is what drives the Mexican drug cartels that are responsible for the worst drug crisis in American history,” Milgram said. “This DEA investigation uncovered a partnership between Sinaloa Cartel associates and a Chinese criminal syndicate operating in Los Angeles and China to launder drug money.” IRS Criminal Investigation Chief Guy Ficco added, “This case is a prime example of Chinese money launderers working hand in hand with drug traffickers to try to legitimize profits generated by drug activities.” The investigation serves as a stark reminder that the fight against drug trafficking requires a multi-faceted approach, targeting not only the producers and distributors of illicit substances but also those who enable their operations through financial manipulation.
