Sinaloa Cartel’s Ohio Pipeline: 12 Charged in Fentanyl Ring

CINCINNATI – A dozen individuals are facing federal charges today, accused of acting as key links in a narcotics and money laundering conspiracy directly benefiting the notorious Sinaloa Drug Cartel. The operation allegedly funneled deadly fentanyl from Mexico into Middletown, Ohio, and then systematically funneled the profits back south of the border.

The sweeping indictment, unsealed today, is the result of a joint operation led by the U.S. Attorney’s Office for the Southern District of Ohio, the FBI’s Cincinnati Division, Cincinnati Police, Middletown Police, Preble County Prosecutor, and the Ohio State Highway Patrol. This isn’t an isolated incident; authorities report 40 additional defendants have been charged in San Diego, with further cases unfolding in Columbus, Ohio, Kentucky, Kansas, and Washington State – painting a picture of a vast, nationwide network.

Those named in the Cincinnati indictment include: Jose Chavez-Meraz, 55, of Mexico; Rolando Chavez-Garcia, 24, of Mexico; Favrisio Orozco-Meraz, 34, of Mexico; Raul Trejo, 52, of Middletown, Ohio; Donte Holdbrook, 24, of Middletown, Ohio; Mariela Penaloza, 25, of Cleveland, Ohio; Charleston Quinn, 34, of Mason, Ohio; Frank Frazier, Jr., 24, of Middletown, Ohio; Jesus Diaz, 47, of Ontario, Calif.; Jettie Bailey, 23, of Middletown, Ohio; Christopher Watkins, 23, of Trenton, Ohio; and Courtney Bailey, 24, of Middletown, Ohio. The indictment alleges the group distributed fentanyl and heroin originating in Mexico throughout the Southern District of Ohio.

The investigation kicked off when undercover FBI agents in San Diego flagged suspicious activity surrounding Jose Lopez-Albarran, a known Sinaloa Cartel money-laundering operative. Lopez-Albarran, already charged in California alongside 39 others, is accused of laundering tens of millions of dollars in drug proceeds between 2015 and 2018. This led investigators to uncover multiple drug trafficking cells across the US, including the Middletown operation allegedly headed by Donte Holdbrook, which funneled cash back to the Cartel via Lopez-Albarran. The Ohio cell reportedly received fentanyl directly from Jose Chavez-Meraz, who sourced the drugs from Mexico, bringing them across the border through California and Arizona via “drug mules.”

Investigators tracked at least seven bulk cash pickups within the Southern District of Ohio, six occurring on Tivoli Lane in Cincinnati and one at a Comfort Inn and Suites in West Chester. These transactions weren’t small change; each involved sums ranging from $25,000 to over $180,000. Between March 28 and May 4, 2017, undercover agents observed multiple fentanyl sales in Middletown, some netting as much as $2,400 in a single transaction. On August 12, 2017, a traffic stop conducted by the Ohio State Highway Patrol in Preble County revealed nearly th
