In a move that would shake the very foundations of Washington D.C.’s notorious slums, Brig. Gen. Louis Prentiss, the Engineer Commissioner, announced the appointment of a new assistant – Lt. Col. Thaddeus M. Nosek – to join the fight against the city’s most entrenched social blight. Nosek, a 37-year-old Fall River, Massachusetts native, was set to report for duty in early October 1953, bringing with him a wealth of experience honed at the prestigious West Point Military Academy, where he graduated in 1940 with a master’s degree.
Prentiss’s decision to assign a third Engineer Commissioner to the District marked a significant escalation in the city’s efforts to eradicate the slums, allowing one of the existing commissioners to devote full-time to the task. This was a major departure from the approach adopted three years prior, when the then-Engineer Commissioner, Gordon R. Young, had first proposed a comprehensive plan to alleviate slum conditions. Prentiss reactivated this program, tasking Col. Giles Evans – a veteran of the slum-fighting wars – to coordinate the mapping of a comprehensive plan to tackle the issue.
Evans would soon find himself at the forefront of the battle, working closely with city officials from the fire department, police, health inspection, and the courts to draw up tougher regulations and study the feasibility of an overall housing code. It was a daunting task, but one that had the potential to transform the very fabric of Washington D.C.
