ABINGDON, Va. – The former Vice Chairman of the Smyth County School Board, Todd Stewart Williams, 54, of Chilhowie, Virginia, has been sentenced to 30 years in prison for using at least six minor male victims to produce child pornography.
In April 2025, Williams pled guilty to four counts of persuading, inducing, and coercing minors to engage in sexually explicit conduct. The court also ordered him to serve 10 years of supervised release and pay over $20,000 in assessments.
“Children are spending more time online than ever before, which makes them susceptible to predators,” said United States Attorney C. Todd Gilbert. “Today’s sentence sends a clear message that child exploitation will not be tolerated.”
The investigation began in September 2022 when a 15-year-old boy reported Williams offering money for explicit images. The FBI identified at least 11 victims, with more yet to be found.
Williams used social media platforms Snapchat and Signal to exchange messages and payments. He also paid a teen over $3,600 to take photos and videos of the teen sexually abusing his younger stepbrother between November 2022 and May 2023.
In addition to his school board position, Williams worked with a local basketball team, using his access to youth locker rooms to record boys in various states of undress. He was investigated by the FBI and prosecuted by Assistant U.S. Attorney Whit Pierce as part of Project Safe Childhood.
