ST. LOUIS – The U.S. Attorney’s Office in the Eastern District of Missouri has dropped a重磅 charge against Dr. David A. Parks, along with clinical manager James M. Bilderback and front desk assistant Michelle J. Scheer, for orchestrating a scheme that violated federal laws and endangered patients.
The trio is accused of conspiring to prescribe controlled substances outside the usual course of professional practice from July 6, 2016, through December 31, 2021. The objective was not merely to expand their patient base but to maximize profit margins, according to the indictment.
Additionally, Parks and Bilderback are charged with defrauding Medicare, Missouri Medicaid, and private health insurers by billing for services where Parks, as the provider, was in fact overseas. This fraudulent activity allowed them to exploit healthcare systems for personal gain.
In a move to ensure no potential victim is left out, U.S. Magistrate Judge John M. Bodenhausen ordered alternative victim notification procedures. Any member of the community who suspects they may have been affected by the illegal activities should contact USAMOE.Victims@usdoj.gov for assistance from the Victim-Witness Unit.
Former patients or their families are being encouraged to seek support through the victim-witness program, which offers information, services, and support during federal prosecutions. Case updates can be found on the U.S. Attorney’s Office website at https://www.justice.gov/usao-edmo/pr.
This investigation underscores the government’s commitment to uphold the law and protect patients from exploitation.
