Stanley “Outlaw” Carter, Drug Distribution and Firearms Possession, Missouri 2013

A shocking tale of violence and greed has come to an end as Stanley ‘Outlaw’ Carter, a St. Louis City resident, pleads guilty to one felony count of brandishing a firearm in furtherance of a drug trafficking crime and a second felony count of discharging a firearm in furtherance of a drug trafficking crime.

Carter’s guilty plea came on April 22, 2013, before United States District Judge Henry E. Autrey. The charges stem from a series of violent crimes committed in St. Louis in 2008.

According to court documents, on March 26, 2008, Carter and his co-defendants, Antonio ‘Lips’ Shaw and Richard ‘Repeat’ Bobbitt, entered a City of St. Louis residence with guns drawn. The residence was occupied at the time by a 10-year-old girl, a teenage boy, and the children’s mother. Carter and his accomplices stole a significant amount of marijuana that they located in the residence.

On May 10, 2008, Carter used an AR-15 assault-style rifle to execute two individuals associated with a rival group. The two men were inside a vehicle when Carter approached and opened fire from point-blank range. The shooting occurred at the area commonly referred to as ‘the Circle’ located near 1199 Riverview Boulevard within the City of St. Louis. The first victim, Adolph Ellison, was pronounced dead at the scene. The second victim, Donald Mack, died shortly after.

Carter now faces penalties ranging from 35 years to life in prison. Sentencing is set for July 22, 2013. In determining the actual sentence, a Judge is required to consider the U.S. Sentencing Guidelines, which provide recommended sentencing ranges.

In a separate development, Carter’s co-defendant, Antonio Shaw, was sentenced to over 31 years imprisonment on one felony count of conspiracy to possess with the intent to distribute marijuana and cocaine base (crack) and a second felony count of brandishing a firearm in furtherance of a drug trafficking crime.

Shaw was convicted of both crimes after a six-day jury trial before United States District Court Judge Henry E. Autrey. During sentencing, the United States District Court took into consideration evidence of Shaw’s drug distribution and firearm possession established by the United States during Shaw’s criminal trial.

This case was investigated by the St. Louis Metropolitan Police Department, St. Louis County Police Department, the Berkeley Police Department, United States Bureau of Alcohol, Tobacco, Firearms and Explosives, the United States Marshals Service, and the St. Louis Circuit Attorney’s Office.
