Stephen ‘Mutt’ John Parker, Aggravated Sexual Abuse & Meth Distribution, Montana 2021

Grimy Times reports that a federal jury has convicted 60-year-old Stephen ‘Mutt’ John Parker of aggravated sexual abuse and methamphetamine distribution, bringing an end to a three-year reign of terror on Montana’s Northern Cheyenne reservation.

Parker was found guilty of four counts of aggravated sexual abuse and two counts of distribution of methamphetamine after a two-day trial that began on March 31. The jury’s verdict will see Parker face a maximum term of imprisonment of life on each charge of sexual abuse, in addition to a fine of $250,000 and a term of supervised release of five years to life.

For each meth charge, Parker faces zero to 20 years in prison, a fine of $1 million, and at least 3 years of supervised release. U.S. District Judge Susan P. Watters will determine Parker’s sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Sentencing is set for July 31, 2025. Parker was detained pending further proceedings.

According to the U.S. Attorney’s Office, Parker preyed on women on the Northern Cheyenne reservation by providing them with drugs and alcohol, seeking to capitalize on their addiction to perpetrate violent sexual assaults.

The government alleged that Parker sexually abused six women between 2018 and 2021, physically assaulting them before committing the abuse. In one instance, Parker provided a victim with food and a place to stay, but then gave her alcohol and methamphetamine before sexually abusing her.

On another occasion, Parker distributed meth to a different victim, hitting her with an ax handle before sexually assaulting her. The victims suffered physical and emotional trauma, with one victim being punched in the face multiple times before being sexually abused.

The case is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and gun violence in communities.

Parker’s conviction is a testament to the tireless efforts of law enforcement agencies, including the Federal Bureau of Investigation and the Northern Cheyenne Criminal Investigation Services, in bringing perpetrators of violent crimes to justice.
