Stilwell Couple Sentenced for Child Sexual Exploitation, Neglect

MUSKOGEE, OKLAHOMA – In a chilling turn of events, Samuel Shane Allgood and Shannon Rae Scraper, both residents of Stilwell, Oklahoma, have been sentenced to substantial prison terms for their roles in child exploitation and neglect.

Allgood, 37, was handed a sentence of 360 months in federal prison after being convicted on one count of Sexual Exploitation of a Child/Use of a Child to Produce a Visual Depiction. His heinous crime involved coercing a minor into participating in sexually explicit conduct for the purpose of creating visual depictions of that activity.

Scraper, 45, was also sentenced to 60 months in prison for one count of Child Neglect in Indian Country. The investigation revealed that Scraper failed to provide the child under her care with adequate nurturance and supervision, leaving the child vulnerable to sexual acts and materials.

This grim chapter unfolded within Adair County, on the Cherokee Nation Reservation, which falls under the Eastern District of Oklahoma’s jurisdiction. Both defendants pleaded guilty on May 20, 2025, marking a swift conclusion to their case.

Leading the hearings was the Honorable Ronald A. White, Chief U.S. District Judge for the Eastern District of Oklahoma. Allgood and Scraper will be transported to federal penitentiaries by the U.S. Marshals Service, where they will serve their non-paroleable sentences. Assistant U.S. Attorney Emily Wittlinger represented the United States in this case.

The Federal Bureau of Investigation and the Adair County Sheriff’s Office conducted the investigation that led to these convictions. The justice system has spoken, delivering a stern message against those who would prey on innocent children and fail them when they should be protected.
