MUSKOGEE, OKLAHOMA – Justice, however delayed, arrived in federal court this week for a victim in Adair County. Samuel Shane Allgood, 37, of Stilwell, Oklahoma, received a staggering 360 months – 30 years – in prison for the sexual exploitation of a child and using that child to create depraved visual depictions. His accomplice, Shannon Rae Scraper, 45, also of Stilwell, was sentenced to 60 months for willful neglect that allowed the abuse to occur.
The case, investigated by the FBI and the Adair County Sheriff’s Office, revealed a sickening pattern of coercion and abandonment. According to court documents, Allgood pressured the victim into engaging in sexually explicit acts specifically for the purpose of creating exploitative material. Meanwhile, Scraper, entrusted with the child’s care, demonstrably failed to provide even the most basic necessities: nurturance, supervision, or protection from the escalating abuse happening under her roof.
Both Allgood and Scraper entered guilty pleas on May 20, 2025, attempting to mitigate the severity of their actions. But Chief U.S. District Judge Ronald A. White showed no leniency. The crimes took place within the boundaries of the Cherokee Nation Reservation in the Eastern District of Oklahoma, adding another layer of complexity to the investigation and prosecution. This jurisdictional detail underscores the federal government’s commitment to protecting vulnerable children, even within tribal lands.
Assistant U.S. Attorney Emily Wittlinger skillfully presented the evidence, painting a harrowing picture of the victim’s suffering and the defendants’ callous disregard for a child’s well-being. Allgood and Scraper are now in the custody of the U.S. Marshals Service, awaiting transfer to a designated Bureau of Prisons facility. Their sentences are non-paroleable, meaning there will be no opportunity for early release. While no sentence can fully repair the damage inflicted upon the victim, this outcome sends a clear message: those who prey on children and enable their abuse will be held accountable to the fullest extent of the law.
