Stockton Duo Hit with Life in Prison for Heroin, Meth Racket

A federal grand jury has returned a four-count indictment charging two Stockton residents, Rosalva Angulo Castillo, 53, and Adan Garcia Castillo, 45, with conspiracy to traffic heroin and methamphetamine, and distributing heroin. If convicted, each defendant faces a minimum of 10 years of prison and a maximum statutory penalty of life in prison.

The indictment, which was unsealed Wednesday, alleges that from January 2018 through May 2023, Angulo Castillo and Garcia Castillo conspired to distribute and possess with intent to distribute heroin and methamphetamine. On Oct. 25, 2019, Garcia Castillo distributed at least one kilogram of heroin, and on Dec. 8, 2020, and July 13, 2021, Angulo Castillo distributed at least 100 grams of heroin.

The case is the product of an investigation by the Drug Enforcement Administration, with assistance from the Federal Bureau of Investigation, Homeland Security Investigations, the IRS Criminal Investigation, the California Highway Patrol, and the San Joaquin County Metropolitan Narcotics Task Force. Assistant U.S. Attorneys David W. Spencer and Emily G. Sauvageau are prosecuting the case.

This isn’t the first time Stockton has seen its fair share of heroin and methamphetamine trafficking. The city has struggled with the issue for years, and the indictment of Angulo Castillo and Garcia Castillo is a major blow to those involved in the trade. The Organized Crime Drug Enforcement Task Forces (OCDETF) investigated the case, using a prosecutor-led, intelligence-driven, multi-agency approach to identify, disrupt, and dismantle the highest-level criminal organizations that threaten the United States.
