A brazen and elaborate scheme to defraud stores across the United States has come to an end with the admission of guilt by Romanian national Suras Rostas, 21. On Tuesday, Rostas pleaded guilty in U.S. District Court in St. Louis to two counts of wire fraud, admitting to a sleight-of-hand fraud that netted at least $130,000.
Rostas’ modus operandi involved targeting Walmart stores, where he would shortchange cashiers by hundreds or thousands of dollars at a time. After cashiers scanned the merchandise or began processing an electronic money transfer, Rostas would count money into piles that added up to at least the full amount of the transaction and hand the piles one at a time to cashiers. He would then take the cash back, gather it into a pile, and slip bills from the bottom of the stack into his pocket.
This clever yet deceitful tactic allowed Rostas to walk away with large sums of money, which he would then use to purchase merchandise that he would later return for a full cash refund. The scheme, which took place between roughly April 2023 and October 2024, spanned at least 18 different states and involved at least 45 fraudulent transactions at Walmart stores.
Rostas’ guilty plea marks the culmination of a thorough investigation by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, the Missouri State Highway Patrol, and the Arnold Police Department. Assistant U.S. Attorney Justin Ladendorf is prosecuting the case, which is set to conclude with Rostas’ sentencing on December 11.
Rostas faces significant penalties for his crimes, including up to 20 years in prison, a $250,000 fine, or both prison and a fine. In addition to these penalties, Rostas will be ordered to repay the money he defrauded from Walmart and will likely be deported.
