James Puckett, 46, of Livingston, Texas, pleaded guilty today to the federal crime of transporting child pornography across state lines, admitting he used email and a KIK user account to receive, view, and distribute graphic images of children being sexually exploited.
According to court documents, Puckett was intercepted by federal agents at Port Fourchon, Louisiana, where a forensic examination of his Padfone X Mini revealed multiple files depicting the sexual victimization of pre-pubescent children. The images included scenes of rape, bondage, and other forms of sexual abuse, some of which were distributed by Puckett through email correspondence.
Puckett faces a mandatory minimum sentence of five years in federal prison, with a maximum exposure of 20 years behind bars. Upon any potential release, he will be subjected to up to a lifetime of supervised release and must register as a sex offender under the Sex Offender Registration and Notification Act. A $250,000 fine also looms over his conviction.
U.S. District Judge Jay Zainey scheduled sentencing for February 21, 2017. No plea agreement details minimizing Puckett’s responsibility were disclosed, and prosecutors emphasized the severity of the material involved, calling it among the most disturbing types of child sexual abuse imagery.
The case was prosecuted under Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat the proliferation of child sexual exploitation. The program combines federal, state, and local efforts to identify, rescue, and protect child victims while aggressively pursuing those who produce, distribute, or possess child pornography.
U.S. Attorney Kenneth A. Polite commended the investigative work of Homeland Security Investigations (HSI) and credited Assistant U.S. Attorney Brian M. Klebba, who is both the Project Safe Childhood Coordinator and Fraud Section Chief, with handling the prosecution. Authorities warn the public that digital footprints in child exploitation cases are nearly impossible to erase—and convictions carry lifelong consequences.
