Phony P-Stim Scheme Unraveled

A federal investigation has uncovered a complex scheme to defraud Medicare and other federal healthcare programs by selling and promoting P-Stim devices as billable services. The devices, which can be applied in a matter of minutes with minimal training, are not reimbursable by federal healthcare programs despite being marketed as such.

Mark Kaiser, a resident of Florida, and his company, Doc Solutions, LLC, have paid $1.15 million as part of the settlement, while James Carpenter, also a Florida resident, and his company, Solace Advancement Institute, have paid $150,000. Aaron Oxenrider and his company, Baron, Inc., doing business as Access 2 Integration (A2I), have paid $54,150.

The parties involved in these settlements have also agreed to exclusions from federal healthcare programs, with 20-year exclusions for Kaiser and Carpenter and a 7-year exclusion for Oxenrider.

Timothy Warren, a chiropractor from Wichita, Kansas, and his company, Titan Medical Compliance, LLC, have been charged with violating the False Claims Act. Warren promoted P-Stim devices as reimbursable by Medicare and other federal healthcare programs and provided instructions on what codes to bill, allegedly causing providers to submit thousands of fraudulent claims worth at least $20 million.

According to Acting U.S. Attorney Jennifer Arbittier Williams, the U.S. Attorney’s office has led the national charge to hold alleged fraudsters accountable for the P-Stim scheme.

The U.S. Attorney’s office has used analytics to identify providers who have fraudulently billed federal healthcare programs for P-Stim services, recovering millions in the process.

The enforcement actions announced today are part of a broader effort to combat the P-Stim scheme, which has been identified as a major threat to the integrity of federal healthcare programs.
