SACRAMENTO, Calif. – In a gritty tale of deception and thievery, 24-year-old Toni Tinay from Oakley has been sentenced to three and a half years in prison for her role in a mail theft scheme that gripped the Eastern and Northern Districts of California.

Tinay, who was also ordered to serve three years of supervised release following her prison term, was handed down this severe sentence by U.S. District Judge John A. Mendez. The young woman was additionally compelled to pay $2,936 in restitution to the victims of her fraudulent activities.

According to court documents, between February and August 2018, Tinay and an accomplice embarked on a brazen campaign to pilfer mail from residential mailboxes across the region using counterfeited U.S. Postal Service keys. They made off with bankcards, personal and business checks, and government-issued IDs, which Tinay then fraudulently activated and used to withdraw cash at ATMs and make unauthorized purchases.

The final straw came on August 29, 2018, when law enforcement officers apprehended Tinay in Granite Bay. Found with stolen mail and at least four forged U.S. Postal Service keys, it was clear that the duo had no intention of stopping their criminal enterprise. Tinay’s arrest marked the end of a scheme that had left many residents on edge.

This case was the culmination of a joint investigation by the U.S. Postal Inspection Service, the Placer County Sheriff’s Department, and the California Highway Patrol. Special Assistant U.S. Attorney Robert J. Artuz led the prosecution in this high-stakes legal battle against Tinay.
