Daniel James Cooper, Failure to Register as a Sex Offender, South Dakota 2021

A 55-year-old transient man has been sentenced to 78 months in federal prison for failing to register as a sex offender in South Dakota.

Daniel James Cooper, 55, was sentenced on October 4, 2021, by U.S. District Judge Charles B. Kornmann for his conviction of failure to register as a sex offender.

According to court documents, Cooper was convicted in Minnesota in 1994 for criminal sexual conduct in the second degree, which required him to register as a sex offender for life.

However, Cooper knowingly failed to update his sex offender registration after moving from the location of his registration with the South Dakota Sex Offender Registry in October 2020.

He was arrested on February 16, 2021, at a residence and had traveled between Codington County, South Dakota, and the Lake Traverse Indian Reservation, evading law enforcement during that timeframe.

Cooper was immediately turned over to the custody of the U.S. Marshals Service after his sentencing.

Assistant U.S. Attorney Connie Larson prosecuted the case, which was investigated by the U.S. Marshals Service.

Cooper was also ordered to pay $100 to the Federal Crime Victims Fund as part of his sentence.
