Vadim Humenyuk, 51, a Ukrainian national, has pleaded guilty to operating a commercial cargo ship while intoxicated in San Francisco Bay.

Humenyuk was serving as the Master, or head officer, of the Rainbow Quest, a 590-foot long Gibraltar-flagged bulk carrier, when he was found to be intoxicated while preparing to sail to South Korea on December 10, 2019.
A San Francisco Bar Pilot contacted Coast Guard Sector San Francisco Vessel Traffic Service personnel reporting that Humenyuk appeared to be intoxicated, leading to an investigation by the U.S. Coast Guard.
Investigators administered sobriety tests to Humenyuk, which he failed, resulting in charges for operating a non-recreational vessel under the influence of alcohol, a Class A misdemeanor.
Humenyuk faces a maximum statutory penalty of up to one year of incarceration, an additional year of supervised release, and a fine of up to $100,000.
The case is being prosecuted by Special Assistant United States Attorney Alexandra Shepard, with the investigation being carried out by the United States Coast Guard.
