Joseph Wayne Shipman, 44, of Buckhannon, West Virginia, is headed to federal prison for 46 months after being caught with multiple firearms he wasn’t legally allowed to have. The sentence was handed down in Elkins, West Virginia, following his January 2017 guilty plea to one count of Unlawful Possession of a Firearm, a charge that hits hard when past convictions stack the deck.
Shipman’s name first hit law enforcement radar when investigators discovered he had been in possession of multiple firearms in December 2016. That alone wouldn’t have triggered federal charges—except Shipman had already served time for a prior felony conviction in Upshur County.
