Burlington, Vermont – The grim saga of Jorge Humberto Moreno Martinez, 34, of Venezuela, has reached its conclusion as the law has exacted a heavy price for the defendant’s brazen illegal re-entry into the United States. On August 29, 2025, Martinez was sentenced to 24 months’ imprisonment by Chief U.S. District Judge Christina Reiss.

Moreno’s criminal odyssey began in New York, where he was convicted of burglary in the second degree. After serving a three-and-a-half-year sentence, he was legally removed from the country on November 15, 2016. Despite this, he brazenly returned and found himself in direct violation of U.S. law.

The re-entry didn’t go smoothly for Moreno. On January 27, 2025, Homeland Security agents attempted to arrest him at a Williston, Vermont, parking lot. In a desperate bid to escape, he drove his vehicle into three law enforcement vehicles, hitting them with such force that they were damaged. His reckless driving reached speeds of over 100 miles per hour through busy streets before he was finally apprehended.

But the drama didn’t end there. As he fled, Moreno discarded items from his vehicle, some of which tested positive for cocaine base and cocaine, indicating his intent to distribute. In a plea agreement, he admitted to the charges.

Acting U.S. Attorney Michael P. Drescher praised the relentless efforts of the Department of Homeland Security, including its HSI, ERO, and CBP divisions, along with the DEA’s invaluable assistance in bringing this case to justice.

Assistant U.S. Attorney Andrew C. Gilman prosecuted the case, while Brooks G. McArthur, Esq., represented Moreno.
