William Hayes, Child Pornography Production Attempt, California 2024

FBI special agents have arrested a Ventura County man on federal charges, stemming from an alleged scheme to produce child pornography. William Hayes, 57, of Newbury Park, was charged with five counts in a federal grand jury indictment.

Hayes, known online as ‘ko hong,’ ‘hokong69,’ and ‘brianwilson2461,’ is accused of attempting to pay facilitators overseas to live-stream the sexual abuse of female minors. According to the charges, Hayes used Skype in a desperate attempt to entice underage girls into participating in criminal sexual activities that would be streamed online.

The indictment also alleges that Hayes possessed child pornography on his personal computer and hard drive, featuring prepubescent minors. The case spans from April 2017 to August 2019, during which Hayes is accused of offering money for live-streamed acts and even proposing cruel and torturous acts against the children.

Hayes will appear in United States District Court this afternoon to face his charges. If convicted on all counts, he faces life in federal prison, with a mandatory minimum sentence of 15 years. The FBI has been investigating this case, and anyone with information is encouraged to contact the Los Angeles field office at (310) 477-6565.

Assistant United States Attorneys Jeffrey M. Chemerinsky and Kevin J. Butler are prosecuting the case on behalf of the Violent and Organized Crime Section.
