Anatoly Braylovsky, 52, a former Wallingford doctor who ran an opioid pill mill, has been sentenced to 90 months in federal prison for his crimes. Braylovsky, an internal medicine physician, operated the Family Practice of Greater New Haven, LLC, where he prescribed high quantities of opioid-based pills, including oxycodone, alprazolam, and Adderall, to patients who were selling the pills for profit.

According to court documents, Braylovsky’s practice accepted patients with Medicare, Medicaid, and commercial insurance plans. However, investigators from the DEA and the Connecticut Department of Consumer Protection’s Drug Control Division found that Braylovsky continued to prescribe high quantities of opioids, along with other controlled substances, to patients who had a history of criminal activity. Some patients, including Jennifer Bousquet, received medically unnecessary prescriptions and sold the pills for cash.

Braylovsky was also found to be selling prescriptions for large amounts of cash. In one instance, a confidential source, who was both a patient of Braylovsky and an associate of Bousquet, paid Braylovsky $1,600 in cash in exchange for a prescription for 150 oxycodone 30mg pills. Despite performing no physical examination and not discussing the source’s health, Braylovsky billed Medicaid for each office visit.

Between January 2016 and May 2020, Medicare and Medicaid paid more than $1.6 million for schedule II medications prescribed by Braylovsky, including $199,388.84 for illegitimate office visits and unnecessary prescriptions. Braylovsky and Bousquet were arrested on June 4, 2020, and Braylovsky expressed a desire to hire a hitman to kill or intimidate the confidential source while awaiting trial.

U.S. District Judge Kari A. Dooley handed down the 90-month sentence, followed by three years of supervised release, for controlled substances and health care fraud offenses. Braylovsky’s crimes have left a trail of destruction, with the opioid epidemic claiming countless lives in Connecticut and beyond.
