A Deltona man has been federally charged with using a minor to produce child sex abuse images, according to a recent indictment. Wayne Joseph Cavins, 62, is accused of enticing and using a minor to engage in sexually explicit conduct for the purpose of creating images depicting the sexual abuse of the minor.
The alleged crimes took place between January 8 and January 21, 2021, according to the indictment. Cavins was arrested at his home on March 30, 2021, and has been ordered detained pending trial.
According to the indictment, Cavins faces four counts of producing child exploitation materials. If convicted, he could face a minimum mandatory penalty of 15 years and up to 30 years in federal prison on each count.
An indictment is merely a formal charge that a defendant has violated one or more violations of federal criminal law. Every defendant is presumed innocent unless proven guilty.
The case was investigated by the St. Johns County Sheriff’s Office and Homeland Security Investigations. It is being prosecuted by Assistant United States Attorney Ashley Washington.
This case is another example of the ongoing efforts to combat child sexual exploitation and abuse. It is being brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse.
