WHEELING, WEST VIRGINIA – Frank L. Morrison, 59, of Braddock Hills, Pennsylvania, is headed to federal prison for a decade after being sentenced for a brazen daylight robbery of a Wheeling bank. U.S. District Judge John Preston Bailey handed down the 120-month sentence this week, bringing a close to the 2018 crime.
On a September day in 2018, Morrison walked into the United Bank branch in Elm Grove, allegedly with intent. He made off with $4,200 in cash before bolting on foot. But Morrison wasn’t as slick as he thought. In a panicked attempt to ditch evidence, he tossed a mask and other incriminating items into a nearby dumpster.
That’s where the trail didn’t end for Morrison. Investigators quickly zeroed in on the discarded items. Crucially, DNA evidence recovered from the mask proved to be a direct match to Frank L. Morrison. The science didn’t lie, and neither did the security footage.
This wasn’t Morrison’s first rodeo. Court records reveal a lengthy criminal history, including prior convictions for armed bank robbery, simple robbery, and access device fraud. A pattern of brazen criminality clearly influenced the judge’s sentencing decision.
Assistant U.S. Attorneys Clayton Reid and Carly Nogay relentlessly prosecuted the case, building a solid case against Morrison. The investigation was a collaborative effort, spearheaded by the Federal Bureau of Investigation, with crucial support from the West Virginia State Police and the Wheeling Police Department. They worked the case for years, ensuring justice was served.
