William Shawn Elliot, Arson & Making False Statements to Influence a Bank on a Loan, North Carolina 2023

Raleigh – In a shocking turn of events, a retired Marine has been sentenced to 20 years in federal prison for his role in a string of arsons that ravaged downtown Kinston, North Carolina. William Shawn Elliot, 55, of Jacksonville, was found guilty of arson and making false statements to influence a bank on a loan.

The devastating fires occurred between 2009 and 2012, with the most devastating one occurring in 2012 at 119-128 East Gordon Street in downtown Kinston. The building, which was owned by Elliot, burned to the ground, causing widespread damage and leaving multiple victims without homes. The total damage was estimated to be around $921,541.89.

Evidence presented at trial showed that Elliot had become financially over-extended after attempting to self-finance the construction of a duplex and house in Jacksonville. In an effort to secure a construction loan, Elliot submitted false tax returns to a bank, which ultimately led to his downfall.

The investigation into the offense revealed that Elliot had intentionally set the fire using diesel fuel dispersed on the second floor of the building. Video surveillance was recovered showing Elliot’s white SUV arrive at the scene of the fires, and depart just moments before the arrival of first responders.

Elliot was interviewed by law enforcement, where he made recorded admissions that he was ‘trying to downsize,’ and that he was ‘going to pay’ the person who helped him commit the arsons. However, Elliot denied any involvement in the arsons during the sentencing hearing, claiming that he suffered from Post-Traumatic Stress Disorder.

The Court rejected Elliot’s claims and sentenced him to 20 years in federal prison, followed by 5 years of supervised release. Elliot was also ordered to pay restitution in the amount of $921,541.89 to the victims of his offense.
