William Soltan, 34, of Suffolk County, New York, was found guilty of failing to register as a sex offender in New Hampshire.

In a plea agreement, Soltan admitted to leaving New Hampshire sometime after July 2014 for a temporary visit to New York. At the time he left, Soltan was obligated to return to New Hampshire not later than December 30, 2014. However, Soltan did not return to New Hampshire, did not register in New Hampshire in 2015, and did not register in New York in 2015.

Under the federal Sexual Offender Registration and Notification Act (SORNA), a person who is required to register must register in each jurisdiction where he resides, is employed or is going to school. SORNA gives an individual three days in which to register.

The case was investigated by the United States Marshals Service with the assistance of the Manchester Police Department and the Suffolk County, New York, Police Department. The case is being prosecuted by Assistant United States Attorney Donald Feith.

A sentencing hearing is scheduled for 10 a.m. on June 28, 2017.

According to Acting United States Attorney John J. Farley, Soltan’s failure to register as a sex offender is a serious crime that threatens public safety. ‘We take these types of cases very seriously and will continue to work with our law enforcement partners to ensure that those who fail to register are held accountable,’ Farley said.

The guilty plea is a significant step in holding Soltan accountable for his actions. As the case moves forward, prosecutors will seek to ensure that Soltan is sentenced to the fullest extent of the law.
