Curtis Lee Moran, Terroristic Threats, North Dakota 2024

BISMARCK – A Williston man has been dealt a heavy blow by the judicial system after he was sentenced for making terroristic threats against Department of Veterans Affairs employees.

Curtis Lee Moran, 41, from Williston, ND, was handed down a sentence of 12 months in federal prison and an additional 3 years of supervised release following his conviction on February 8, 2023. The charges stem from Moran’s brazen act of threatening to harm VA personnel, which led to his arrest on June 16, 2022.

The saga began when Moran made several chilling phone calls to the White House VA Call Center and the Fargo VA Medical Center, vowing to kill his doctor and perpetrate acts of violence at the hospital. His threats were so severe that he was detained by law enforcement immediately after making them on June 14, 2022.

On November 3, 2022, Moran pleaded guilty to the offense of Threatening Interstate Communications under 18 U.S.C. § 875(c), a charge that carries serious penalties for those who attempt to intimidate or harm federal employees through communication.

Special Agent in Charge Gregory Billingsley of the Department of Veterans Affairs Office of Inspector General’s Central Field Office emphasized the importance of safety within VA facilities: “VA personnel and the veterans they serve should feel safe while working and receiving care within VA facilities. The VA OIG and our law enforcement partners are committed to identifying and stopping individuals who would threaten VA personnel and operations.”

This case was a testament to the diligent work of both the Department of Veterans Affairs- Office of Inspector General and Assistant U.S. Attorney Jonathan J. O’Konek, whose prosecution led to Moran’s conviction.
