SCRANTON – Luis de Jesus Pichardo, a 57-year-old Dominican national residing in Carbon County, Pennsylvania, is facing federal charges after being indicted for illegal reentry into the United States. Pichardo had been previously removed from the country in 1996 and 2000, yet he was found back in the U.S. on July 16, 2025, without authority to be readmitted.
The indictment was brought by a federal grand jury, with Acting United States Attorney John C. Gurganus leading the charges against Pichardo. The case is a testament to Operation Take Back America’s relentless pursuit of illegal immigration and transnational criminal organizations, which includes the Department of Justice’s full resources from Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
Investigation into this case was handled by the U.S. Department of Homeland Security and U.S. Immigration and Customs Enforcement Removal Operations (ERO). Assistant United States Attorney Luisa Berti is the prosecuting attorney in this matter.
The maximum penalty for illegal reentry under federal law is 20 years imprisonment, followed by supervised release and a fine. Sentencing will be determined by the judge after considering applicable federal sentencing statutes and the Federal Sentencing Guidelines.
Indictments are merely allegations of criminal conduct, and all persons charged are presumed innocent until proven guilty in court.
