ORLANDO, FL – Billy Leon Dyer, 77, of Melbourne, Florida, is facing a lifetime behind bars following the unsealing of a federal indictment detailing horrific crimes against children. Acting United States Attorney W. Stephen Muldrow announced the charges today, sending a clear message that predators will be relentlessly pursued.
Dyer is charged with three counts of production of child pornography and one count of attempted enticement of a minor. The indictment alleges that between June 22, 2016, and February 9, 2017, Dyer coerced three minors into engaging in sexually explicit conduct specifically for the creation of child pornography. The depravity didn’t stop there; between March 4 and March 10, 2017, Dyer allegedly used the internet and a cellphone to attempt to coerce another minor into sexual activity.
If convicted on the production counts, Dyer faces a minimum mandatory sentence of 15 years, with the potential reaching up to 30 years per count in federal prison. The attempted enticement charge carries its own severe penalty: a minimum mandatory sentence of 10 years, escalating to a potential life sentence. Federal prosecutors aren’t just seeking prison time; they’re moving to seize Dyer’s assets as well. The United States intends to forfeit the residence located at 7664 Candlewick Drive in Melbourne, and a vehicle, both allegedly used in the commission of these sickening crimes.
This isn’t simply a case of alleged criminal behavior; it’s a calculated exploitation of vulnerable children. The investigation, a joint effort by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations and the Brevard County Sheriff’s Office, underscores the importance of collaborative law enforcement in tackling these heinous offenses. Special Assistant United States Attorney Christina R. Downes from the Office of the Principal Legal Advisor, ICE, will lead the prosecution.
The case falls under the umbrella of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice. This initiative aims to combat the escalating epidemic of child sexual exploitation and abuse by pooling federal, state, and local resources to identify, rescue, and prosecute offenders. This indictment is a stark reminder of the ongoing fight against those who prey on the innocent.
