David Roy Jones, 55, formerly of Rochester, NY, is headed to federal prison for 20 years after being convicted of producing child pornography involving two minors—one under his custody. U.S. Attorney James P. Kennedy, Jr. confirmed the sentence handed down by U.S. District Judge David G. Larimer, marking the end of a years-long trail of abuse and evasion.
According to Assistant U.S. Attorney John J. Field, Jones produced graphic images and videos of the children in the Rochester area beginning in the summer of 2006. He systematically groomed his victims, supplying them with alcohol and drugs before sexually exploiting them on camera. The abuse spanned multiple years, with Jones storing the illicit material across numerous digital devices.
After fleeing New York, Jones transported the child pornography across state lines to Tennessee—escalating the crime to a federal offense. He was later arrested and convicted in Tennessee on related charges involving additional minors. His capture there cracked open a buried history of predation that had gone unreported for years.
Only after Jones’ arrest in Tennessee did one of his Rochester victims—now an adult—come forward to the FBI. She detailed years of grooming and sexual abuse inflicted by Jones while she was a minor under his control. Her testimony became a critical piece of the federal case, exposing the full scope of his crimes.
The investigation was a joint effort between the Hamblen County, Tennessee, Sheriff’s Office, led by Sheriff Esco R. Jarnagin, and the Federal Bureau of Investigation, under Special Agent-in-Charge Stephen Belongia. Authorities seized multiple storage devices containing illegal material, linking Jones directly to the production and distribution of the abuse.
Jones’ 20-year sentence sends a hard message: predators who exploit children will be hunted down, even years later. The FBI continues to urge survivors and witnesses to come forward—no abuse should remain in the shadows.
