Muhammad Adil Quraish, Relief Program Fraud, Virginia 2023

ALEXANDRIA, Va. – In a stunning reversal of fortune, Muhammad Adil Quraish, a former Air Force dentist, stood before the court yesterday, admitting to his role in a conspiracy that defrauded pandemic relief programs out of nearly $1.5 million.

According to court documents, Quraish, 35, from Alexandria, conspired with at least four co-conspirators to submit falsified applications for Paycheck Protection Program (PPP) loans and an Economic Injury Disaster Loan (EIDL). These schemes were part of the government’s efforts to prop up businesses during the COVID-19 pandemic.

The scheme involved intentionally inflated payroll information, with Quraish fabricating records and IRS tax forms. He falsely certified that these forms had been filed, securing loans for businesses not eligible for such funding. The proceeds were funneled into cryptocurrency investments and other personal gains, amounting to $1,471,599.

Quraish’s greed led him down a path of deception, ultimately landing him in the crosshairs of justice. Scheduled for sentencing on October 22, he faces up to five years in prison. Yet, actual sentences for federal crimes are often less severe than maximum penalties, leaving his fate in the hands of the federal district court judge.

The U.S. Attorney’s Office for the Eastern District of Virginia, along with various law enforcement agencies, made the announcement following the acceptance of Quraish’s plea by U.S. District Judge Rossie D. Alston Jr. Assistant U.S. Attorney Zachary H. Ray will lead the prosecution.

This case serves as a stark reminder of the lengths some will go to exploit crisis for personal gain. For more information, visit the website of the U.S. Attorney’s Office for the Eastern District of Virginia or search for Case No. 1:25-cr-185 on PACER.
