Alpha-PVP Trafficker Sentenced to 33 Months in Prison

BUFFALO, N.Y.—Richard Dwyer, a 29-year-old resident of Barker, NY, has been sentenced to 33 months in prison for his role in a conspiracy to import alpha-PVP, a synthetic narcotic.

According to Assistant U.S. Attorney Mary Catherine Baumgarten, who handled the case, Dwyer conspired with his wife Erin Dwyer and David Jackson to import the synthetic narcotics from China using the Internet.

The packages were then delivered to Dwyer via the United States Postal Service.

U.S. Attorney William J. Hochul, Jr. announced the sentencing, which was handed down by U.S. District Judge Richard J. Arcara.

Erin Dwyer and David Jackson have also been convicted and are awaiting sentencing for their roles in the conspiracy.

The investigation that led to Dwyer’s conviction was conducted by Immigration and Customs Enforcement, Homeland Security Investigations, under the direction of Special Agent in Charge James C. Spero, and the United States Postal Inspection Service, under the direction of Special Agent in Charge Shelly Binkowski.

The case serves as a reminder of the ongoing efforts to combat synthetic narcotic trafficking and the importance of law enforcement’s role in keeping our communities safe.
