A 38-year-old Appleton woman has been sentenced to 20 years in federal prison for her role in a child pornography ring.
According to court records, Charlotta A. Belgum created child pornography using a minor child and distributed the images via the internet to an individual in Texas.
The recipient of the child pornography, who was arrested and charged in the Eastern District of Wisconsin, was met through an online fetish forum. Belgum also distributed other images of child pornography and engaged in online conversations centered around the abuse of children.
U.S. Attorney Gregory J. Haanstad announced the sentencing, which was handed down by Senior United States District Judge William C. Griesbach on June 3, 2024.
Griesbach called Belgum’s crime “of great magnitude and despicable” in nature, and noted the profound impact on her victims.
Upon completing her 20-year sentence, Belgum will serve the remainder of her life under supervised release. She will also be required to register as a sex offender under state and federal law.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 to combat child sexual exploitation and abuse.
Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the internet, as well as identify and rescue victims.
The case was investigated by the Wisconsin Department of Justice, Division of Criminal Investigation, and the Appleton Police Department, with the assistance of the Department of Homeland Security’s Milwaukee and San Antonio Field Offices.
