Kendall Joseph Moss III, Abusive Sexual Contact with a Minor, Wyoming 2023

Arapahoe, WY – Kendall Joseph Moss III, 35, of Arapahoe, Wyoming, was sentenced to 57 months’ imprisonment followed by 15 years of supervised release for abusive sexual contact with a minor. The sentence was imposed on July 10 by U.S. District Court Judge Scott W. Skavdahl in Casper.

Moss was convicted by a federal jury following a four-day trial held on March 20. According to court documents, an investigation began after a minor witness disclosed sexual abuse by Moss to a student advocate and school resource officer at her elementary school in 2021.

Psychologist Dr. Gail S. Goodman, PH.D., from the University of California, Davis, provided expert testimony on child sexual abuse dynamics during the trial. The victim was interviewed twice over two years, with more details emerging during the second interview. Moss’s statements to law enforcement indicated the victim was not lying about her allegations.

The jury found Moss guilty of touching the minor victim in her genital area over her clothing for the intent of sexual gratification. The Bureau of Indian Affairs Wind River Police Department and the FBI investigated the crime, with Assistant U.S. Attorney Kerry J. Jacobson prosecuting the case.
