PEORIA, Ill. – A Tempe, Arizona, man, Terence Michael Carroll, 38, was handed a 120-month prison term on August 14, 2025, for attempting to distribute more than 1,000 grams of fentanyl-laden substances. The court heard that in December 2023, Carroll mailed a package containing 11,757 tablets to an address in Peoria, Illinois.
Carroll was indicted by a federal grand jury in July 2024 and arrested that same month in Arizona. He pleaded guilty in May 2025 and remained in detention awaiting sentencing. The maximum penalty for attempting to distribute such a large amount of fentanyl is life imprisonment, but the court sentenced Carroll to ten years.
Assistant U.S. Attorney Melissa P. Ortiz emphasized the gravity of the crime, stating, ‘Defendants who peddle deadly drugs like fentanyl introduce poison into our communities.’ The prosecution was a collaborative effort with the United States Postal Inspection Services, Illinois State Police, and other law enforcement agencies.
Ruth M. Mendonça, Inspector in Charge of the Chicago Division of the U.S. Postal Inspection Service, praised the investigation, highlighting the role of postal inspectors in dismantling drug trafficking organizations and ensuring community safety.
The U.S. Postal Inspection Service, with the support of the Illinois State Police, investigated the case, which is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and making neighborhoods safer.
