PEORIA, IL – Terence Michael Carroll, 38, of Tempe, Arizona, is headed to federal prison for a decade after attempting to flood the streets of Peoria, Illinois with a massive quantity of fentanyl. U.S. District Judge Jonathan E. Hawley handed down the 120-month sentence on August 14, 2025, followed by five years of supervised release. Carroll’s scheme involved mailing a package containing nearly 11,757 fentanyl tablets – totaling 1,295.4 grams – from Arizona to a Peoria address in December 2023.

The sheer volume of the shipment speaks to the scale of Carroll’s operation. This wasn’t a small-time dealer; he was moving enough poison to kill countless people. A federal grand jury indicted Carroll in July 2024, and authorities apprehended him in Arizona later that month. He was initially released on a recognizance bond, but was subsequently detained by the United States Marshals Service after entering a guilty plea in May 2025. The maximum penalty for the attempted distribution of this quantity of fentanyl is life in prison, with a minimum of ten years, plus a potential $10 million fine.

Assistant U.S. Attorney Melissa P. Ortiz didn’t mince words at the sentencing. “Defendants who peddle deadly drugs like fentanyl introduce poison into our communities,” she stated. “Our office is committed to pursuing these prosecutions…given the life-threatening consequences of this type of drug distribution.” This case highlights the ongoing struggle to stem the tide of fentanyl, a synthetic opioid far more potent and dangerous than heroin.

The bust was a collaborative effort, showcasing the crucial role of multiple agencies. Ruth M. Mendonça, Inspector in Charge of the Chicago Division of the U.S. Postal Inspection Service, emphasized the importance of their work. “This successful investigation demonstrates the role the U.S. Postal Inspection Service and our law enforcement partners play in protecting Postal Service employees and customers,” Mendonça said. “U.S. Postal Inspectors will continue to aggressively investigate and bring to justice anyone utilizing the U.S. Mail for distribution of narcotics.”

The U.S. Postal Inspection Service, with support from its Forensics Lab and the Illinois State Police, spearheaded the investigation. Ortiz prosecuted the case on behalf of the government.
