JEFFERSON CITY, Mo. — The gritty streets of Jefferson City witnessed a day of justice as a federal grand jury hit the pavement with heavy indictments against three individuals.
First up was Joanna Fabian Rivera, 33, from Arizona, who found herself in hot water for alleged possession with intent to distribute heroin and cocaine. According to the feds, on May 3, 2025, during a routine traffic stop, agents uncovered a stash of illegal drugs within her vehicle. The case is being handled by Assistant U.S. Attorney Jim Lynn, with Missouri State Highway Patrol leading the investigation.
Next in line was Iowa man Alex Mills Zoll, 42, who faced three counts related to child exploitation offenses. The grim details suggest Zoll’s dark intentions between May 11 and June 1, 2025, including enticing a minor for sexual activity and attempting to produce child pornography. Boone County, Missouri Sheriff’s Office, Callaway County Sheriff’s Office, and the FBI were on the case, with Assistant U.S. Attorney Ashley Turner spearheading the prosecution.
And then there was Aaron James Kipper, 34, from Columbia, Mo., who was nailed for unlawfully possessing two firearms. The feds claim Kipper, a known felon, had possession of a Taurus .357 revolver and a Jennings .22 caliber semi-automatic firearm on June 27, 2025. Boone County, Missouri Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms, and Explosives worked to bring him down, with Assistant U.S. Attorney Cecily L. Hicks leading the charge.
The charges are merely accusations at this point, with the real evidence waiting for a federal trial jury to decide guilt or innocence. The Fabian Rivera and Kipper cases are part of Operation Take Back America, while Zoll’s case falls under Project Safe Childhood.
