Hulbert James, Health Care Fraud, Louisiana 2024

Acting United States Attorney Ellison C. Travis dropped a重磅打击 on health care fraud in Louisiana, charging two defendants in Baton Rouge with over $14.6 billion in alleged fraud against government benefit programs.

Hulbert, 41, is accused of conspiracy to commit wire fraud, wire fraud, and theft of government funds for schemes involving the Paycheck Protection Program (PPP), Economic Injury Disaster Loan (EIDL) program, and unemployment insurance applications. McCoy, 31, faces charges of wire fraud and making false statements in a loan and credit application related to a fraudulent PPP scheme.

“This record-setting takedown delivers justice to those who prey upon our most vulnerable citizens,” said Attorney General Pamela Bondi, emphasizing the administration’s zero-tolerance stance on such crimes. The Department of Justice’s 2025 National Health Care Fraud Takedown has resulted in charges against 324 defendants nationwide.

“The scale of today’s takedown is unprecedented, and so is the harm we’re confronting,” stated HHS-OIG Acting Inspector General Juliet T. Hodgkins. “Individuals who attempt to steal from the federal health care system and put vulnerable patients at risk will be held accountable.”

The Government seized over $245 million in cash, luxury vehicles, and other assets during the takedown.
