Johnstown, PA — A 55-year-old Bedford woman has been hit with federal charges in a sprawling prescription drug scheme that allegedly funneled dangerous controlled substances across Pennsylvania. Damaris Rispoli was indicted by a federal grand jury on counts of conspiracy to distribute, possession with intent to distribute, and actual distribution of multiple Schedule IV drugs, including Tramadol, Zolpidem, Clonazepam, Lorazepam, and Carisoprodol.
The indictment, unsealed today in Johnstown, alleges that Rispoli conspired with at least one other individual from August 2014 through May 20, 2015, to move bulk quantities of prescription narcotics. On or about May 20, 2015, the same day the conspiracy allegedly ended, Rispoli is accused of possessing Carisoprodol with intent to distribute while simultaneously peddling large amounts of Tramadol, Zolpidem, Clonazepam, and Lorazepam.
Prosecutors say the operation was more than casual dealing—it fits the pattern of organized distribution. If convicted, Rispoli faces up to 15 years behind bars and a fine of $750,000, or both. The exact sentence would depend on the severity of the crimes and any prior criminal history, per the Federal Sentencing Guidelines.
Assistant United States Attorney John J. Valkovci, Jr. is leading the prosecution, portraying the case as part of an ongoing crackdown on illicit pharmaceutical networks that exploit legal medications for illegal profit. ‘These aren’t street-corner dope slingers—they’re operating under the radar, but the damage is just as real,’ said a source close to the investigation.
The Department of Homeland Security spearheaded the investigation, tracking transactions, communications, and movements that ultimately led to the federal indictment. Authorities have not yet named co-conspirators, but the charge of conspiracy suggests others may still be in the crosshairs.
An indictment is not a conviction. Damaris Rispoli, of Bedford, Pa., is presumed innocent until proven guilty in a court of law. Her initial appearance and trial date are pending in the Western District of Pennsylvania.
