Gary Brown Jr, Fentanyl Trafficking, West Virginia 2024

MARTINSBURG, WEST VIRGINIA – The gritty Eastern Panhandle has seen justice served as three high-ranking figures in a drug trafficking organization have been sentenced to substantial federal prison terms for their role in distributing deadly fentanyl.

The January 2024 indictment named Gary Brown, Jr., and 81 others, charging them with operating an illicit network that flooded Berkeley and Jefferson Counties with fentanyl, methamphetamine, and cocaine. This week saw the sentencing of three of these defendants:

Bradley David Welsh, 53, from Boonsboro, Maryland, was sentenced to 57 months in federal prison.

David Lewis Pennington, Jr., 21, from Huntington, West Virginia, faced a sentence of 87 months for his role in the criminal enterprise.

Lynn Wood Campbell, 45, of Martinsburg, was also handed an 84-month sentence for her involvement.

With these convictions and sentences, the tally stands at 81 defendants convicted. Gary Brown, Jr., has already received a sentence of 327 months. The relentless prosecution of this case was led by Assistant U.S. Attorneys Lara Omps-Botteicher and Kyle Kane, with U.S. District Judge Gina M. Groh presiding over the court.

The operation to dismantle this drug ring involved an impressive array of investigative agencies, including the FBI, DEA, U.S. Department of Homeland Security Investigations, and various state and local law enforcement entities. This investigation is part of Operation Take Back America, a nationwide initiative aimed at combating illegal immigration, eradicating cartels, and protecting communities from violent crime.
