Jose David Betanco-Ramirez, Human Smuggling, Texas 2023

SAN ANTONIO, TX – Jose David Betanco-Ramirez, 37, of Nicaragua, will spend the next 63 months in federal prison after being sentenced for his role in a large-scale human smuggling operation that brought over 400 undocumented immigrants into the United States. The sentence, handed down in federal court, comes after a disturbing investigation that uncovered not only the trafficking ring but also a brutal sexual assault committed by Betanco-Ramirez.

Between October 2023 and February 2024, Betanco-Ramirez conspired with Leomar Jose Mendoza-Amador, of Nicaragua, and Rony Jose Gonzalez-Amaya, of Honduras, to transport and harbor approximately 20 illegal aliens per week. The operation relied on a network of “stash houses,” including one located in San Antonio that became the focal point of the investigation. San Antonio Police Department officers stumbled upon the operation while responding to a report of human trafficking and, chillingly, a sexual assault.

Upon arriving at the San Antonio address in June 2024, officers discovered a sparsely furnished residence crammed with beds – a clear sign of a human smuggling operation. They immediately located Betanco-Ramirez and, in a separate room, his co-conspirators Mendoza-Amador and Gonzalez-Amaya, along with another individual illegally present in the U.S. More damningly, they found the woman reporting the sexual assault, who was housed in a bedroom with Betanco-Ramirez. A subsequent search revealed a bag containing nine cell phones, likely used to coordinate the trafficking.

The victim revealed a harrowing journey. She had entered the U.S. illegally just days before the assault, crammed into the back of a tractor-trailer with around 60 other undocumented aliens, including women and children, before being shuffled between multiple stash houses. Betanco-Ramirez, according to the victim, explicitly claimed ownership over her, instructing others not to touch her. He then sexually assaulted her on two separate occasions. The details are sickening and paint a grim picture of the exploitation inherent in these smuggling operations.

Betanco-Ramirez, Mendoza-Amador, and Gonzalez-Amaya were all indicted on April 3, 2024, on one count of conspiracy to smuggle illegal aliens and one count of harboring illegal aliens. Betanco-Ramirez pleaded guilty to both charges on April 8, 2025. Mendoza-Amador and Gonzalez-Amaya also pleaded guilty to the alien smuggling charge and were previously sentenced to 51 months in federal prison. U.S. District Court Judge Xavier Rodriguez presided over the proceedings.

U.S. Attorney Justin R. Simmons for the Western District of Texas announced the sentencing, highlighting that this case is part of “Operation Take Back America,” a nationwide initiative designed to dismantle illegal immigration networks and transnational criminal organizations. The investigation was conducted by ICE and the San Antonio Police Department, with Assistant U.S. Attorney Sarah Spears prosecuting the case. This isn’t just about border security; it’s about protecting vulnerable people from predators like Betanco-Ramirez and shutting down the criminal enterprises that profit from human misery.
