Roundup Man Sentenced to 10 Years in Prison for Thailand Crimes
Billings, Montana – In a shocking case of child exploitation, Billie Lee Walker, a 61-year-old Roundup man, was sentenced to 10 years in prison for engaging in illicit sexual conduct with a minor in Thailand.
According to court documents, Walker, a United States citizen, was teaching at a school in Thailand when he began grooming one of his students, identified as a 15-year-old boy, for explicit material. The boy’s father reported Walker’s inappropriate communications with the boy to law enforcement in May 2024.
An investigation revealed that Walker had created online personas to communicate with the boy and had paid him around $30 for a video of him masturbating. The boy’s electronic media was analyzed, and images of child pornography were recovered, including of the boy and communications between the boy and Walker.
Walker was interviewed when he entered the United States on May 28, 2024, and admitted to communicating with the boy online and paying him for explicit images. He also acknowledged creating online personas to communicate with the boy.
Walker pleaded guilty to engaging in illicit sexual conduct in foreign places in October 2025. U.S. District Judge Susan P. Watters presided over the case.
Assistant U.S. Attorney Zeno Baucus prosecuted the case, which was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse. The FBI conducted the investigation with assistance from U.S. Customs and Border Patrol, Homeland Security Investigations, and the Musselshell County Sheriff’s Office.
Walker will serve 10 years in prison followed by 5 years of supervised release. This case highlights the need for continued vigilance in the fight against child exploitation and abuse.
