SCOTT FRANCIS FORTIER, a 38-year-old resident of Blaine, Minn., has been slapped with federal charges for the production and possession of child pornography. The grim allegations surface as part of an ongoing investigation that links Fortier to unsavory activities at Circle R Ranch, also known as ‘the Camp,’ a co-ed horseback riding camp in Todd County.
According to court documents, Fortier has been associated with the Camp for many years and met a 17-year-old victim there. On September 9, 2016, he invited this minor and her 15-year-old friend over to his house. There, he provided alcohol to both minors and induced them into participating in sexually explicit conduct, filming the ordeal on his cell phone. Furthermore, Fortier’s computer contained videos of prepubescent minors engaged in sexually explicit acts.
This harrowing case is a part of Project Safe Childhood, an initiative launched by the Department of Justice in 2006 to combat child sexual exploitation and abuse. The FBI led the investigation into Fortier’s actions, which will be prosecuted by Assistant U.S. Attorney Carol M. Kayser.
Fortier now faces four counts of production of child pornography and one count of possession of child pornography. His initial appearance in United States District Court is scheduled for later this week.
The charges against Fortier are merely accusations, and he is presumed innocent until proven guilty. The public is reminded that individuals named in an indictment are presumed innocent unless and until proven guilty.
