William Baxter, a former Boston Police Sergeant, was handed a three-year supervised release sentence on June 18, 2024, for orchestrating an elaborate overtime fraud scheme that took place within the Boston Police Department’s (BPD) evidence warehouse.
Baxter, 63, from Hyde Park, Mass., also received seven months of home detention and was ordered to pay a $20,000 fine, plus restitution totaling $9,223. The sentence came after Baxter pleaded guilty in June 2021 to conspiracy to commit theft concerning programs receiving federal funds and embezzlement from an agency receiving federal funds.
From March 2015 through June 2016, Baxter falsified overtime slips for shifts he did not work, including a ‘purge’ shift aimed at disposing of old evidence and a ‘kiosk’ shift for collecting prescription drugs. He claimed to have worked longer hours than he actually did, siphoning off around $9,223 in the process.
Of 15 officers charged in connection with the scheme, ten were convicted, four were acquitted, and one officer passed away while charges were pending. The Boston Police Department received over $10,000 annually from federal grants to fund programs during this period.
The investigation and prosecution of Baxter were led by Assistant U.S. Attorneys Mark Grady and Kunal Pasricha, with support from the Department of Justice Office of the Inspector General and the Federal Bureau of Investigation Boston Division.
