Newark, N.J. – A grim tussle with the law has erupted as five New Jersey men, including alleged associates of the Bounty Hunter Bloods gang, have been charged with a Racketeer Influenced and Corrupt Organizations (RICO) conspiracy, drug trafficking, and firearms offenses, according to U.S. Attorney Alina Habba.
The indictees, Carl Napier, Hamir Wright, Alexis Tejada, Jihad Bibbs, Sr., and Jamie Archer-Monroe, from Somerset County and Middlesex County, are accused of engaging in a racketeering conspiracy that encompasses multiple murders, fraud schemes, and the distribution of narcotics. Napier and Bibbs currently sit in federal custody on prior charges, while Tejada and Archer-Monroe faced their initial court appearances. Wright remains in state custody due to unrelated charges.
This development stems from a collaborative investigation by the U.S. Attorney’s Office, FBI, Middlesex and Somerset County Prosecutor’s Offices, New Brunswick Police Department, and Franklin Township Police Department. “There will be zero tolerance for violent crime and gang activity in the state of New Jersey,” Habba declared. “These criminals do not run our streets—the law does, and my office will enforce it without hesitation.”
According to court documents, Napier and Wright are alleged associates of the Bounty Hunter Bloods who operated under the “Parkside” and “The Ville” street gang banners. They are said to have participated in violent acts for the benefit of the gang, including assaults, shootings, and murders, some against rival gang members. On March 12, 2024, they were accused of shooting at purported rivals during a narcotics dispute in New Brunswick.
In addition to their alleged violent activities, the defendants are charged with distributing narcotics and trafficking firearms within the gang’s territory. This investigation is part of Operation Take Back America, a Justice Department-wide initiative aimed at combating illegal immigration, eliminating cartels, transnational criminal organizations, and protecting communities from violent crime. U.S. Attorney Habba credited the FBI, Middlesex County Prosecutor’s Office, Somerset County Prosecutor’s Office, New Brunswick Police Department, and Franklin Township Police Department for their efforts.
