Jerjuan Joyner, Bank Fraud Conspiracy, New York 2021

ALBANY, NY – A brazen scheme to fleece credit unions across the country has landed a Bronx resident in federal court. Jerjuan Joyner, age 49, pleaded guilty today to conspiracy to commit bank fraud, admitting his part in a meticulously planned operation that siphoned funds from unsuspecting account holders since at least December 2021.

The scheme preyed on the convenience of shared branching, a system designed to allow credit union customers access to their funds nationwide. Instead of legitimate transactions, Joyner and his co-conspirators created fraudulent identifications – using the names and account details of real customers but pairing them with photos of other individuals. These imposters then hit shared branch locations, draining accounts in exchange for drugs or a pittance of the stolen money. The entire operation was a calculated exploitation of a system built on trust.

According to court documents, Joyner wasn’t creating the fake IDs; he was the driver. Recruited by the ringleaders, his role was to transport individuals to credit unions throughout the Northern District of New York and beyond, facilitating the fraudulent withdrawals. The damage? Joyner admitted his driving directly led to $120,998 in successful fraudulent withdrawals, with nearly $15,000 more attempted. That’s real money stolen from real people, used to fuel other criminal activity.

Joyner now faces a steep price for his involvement. United States District Judge Mae A. D’Agostino will hand down his sentence on October 22, 2024, in Albany. He’s looking at up to 30 years in federal prison, a maximum of 5 years of supervised release, and a potential fine of up to $1 million. Beyond imprisonment, Joyner will be ordered to pay full restitution of $120,998 to the victims of his crimes – a small consolation, perhaps, but a necessary step towards accountability.

This guilty plea resolves the charges against Joyner stemming from a federal indictment returned last December. However, the investigation is far from over. The indictment also names seven other individuals allegedly involved in the conspiracy, which investigators believe involved total losses exceeding $1 million. Those defendants are presumed innocent, but the FBI isn’t slowing down. The Albany Field Office, with assistance from numerous other FBI offices and a staggering list of state and local law enforcement agencies – from New York to Florida, New Hampshire to Maryland – is continuing to build its case.

The scope of this investigation is remarkable. Agencies including Immigration and Customs Enforcement, the U.S. Department of State’s Diplomatic Security Service, and even the Social Security Administration’s Office of the Inspector General have all contributed to unraveling this complex scheme. Assistant United States Attorney Benjamin S. is leading the prosecution, ensuring those responsible for this widespread fraud face justice. This case serves as a stark reminder that even seemingly convenient financial systems can be vulnerable to exploitation, and that federal authorities are prepared to pursue these crimes across state lines.
