United States District Court for the Eastern District of New York unsealed three multi-count indictments this morning, charging three federal correctional officers with a litany of sexual abuse and civil rights violations.
Lieutenant Carlos Richard Martinez, Lieutenant Eugenio Perez, and Officer Armando Moronta were arrested today in connection with allegations of sexually abusing female inmates at the Metropolitan Detention Center (MDC) in Brooklyn. The investigation into their actions has been ongoing for nearly a year.
The indictments detail acts of deprivation of civil rights under color of law, aggravated sexual abuse, and sexual abuse among other charges. Lieutenant Martinez is specifically accused of raping a female inmate over a period of five months, using physical force and fear to ensure her silence.
Acting United States Attorney Bridget M. Rohde emphasized the gravity of the situation, stating that the Office is committed to eliminating sexual violence and abuse against inmates in all forms. The charges were also announced by Special Agent-in-Charge Ronald G. Gardella of the U.S. Department of Justice’s Office of Inspector General (OIG) and Assistant Director-in-Charge William F. Sweeney, Jr., of the FBI’s New York Field Office.
Following their arrests, Lieutenants Martinez and Perez will be suspended without pay; Officer Moronta was previously suspended for other conduct. The defendants are scheduled to be arraigned this afternoon in Brooklyn federal court.
