Federal prosecutors have thrown the book at seven Wisconsin suspects, including Lance Bruette and Orvin Kay, for their alleged roles in a massive oxycodone distribution ring. The Eastern District of Wisconsin’s United States Attorney Gregory J. Haanstad announced on April 4, 2017, that a federal grand jury had returned an eight-count superseding indictment against the defendants.
The original indictment listed Lance Bruette, 34, of Minocqua; Orvin Kay, 57, of Milwaukee; Frank Lawrence, 38, of Saint Germain; Mitchell Plantikow, 29, of Woodruff; Troy Plantikow, 52, of Woodruff; and Lacey Stanick, 31, of Woodruff. The superseding indictment added Serena Johnson, 34, of Lac Du Flambeau, as a co-conspirator.
Count one charges all seven defendants with conspiracy to distribute oxycodone, violating Title 21 United States Code Section 846. According to the criminal complaint against Orvin Kay, members of the conspiracy would travel from Northern Wisconsin to Milwaukee weekly to pick up hundreds of oxycodone 30 mg pills from Kay, then distribute them to users and resellers.
The maximum penalty for these charges stands at 20 years in prison and a $1,000,000 fine. Agencies including the Oneida County Sheriff’s Office, Vilas County Sheriff’s Office, Wisconsin Department of Justice – Division of Criminal Investigation, DEA Milwaukee (Tactical Diversion Squad), Minocqua Police Department, and Rhinelander Police Department are involved in the investigation.
An indictment is not evidence of guilt. The defendants are presumed innocent until proven guilty beyond a reasonable doubt.
